Workshop on Humanitarian Aid and Development of a Humanitarian Policy/Strategy
Background
Many communities face recurring humanitarian challenges such as food insecurity, climate-induced disasters, conflict-related displacement, health emergencies, and limited access to essential services. To strengthen organisational and community preparedness, response, coordination, and resilience, there is a need for Fambidzanai Permaculture Centre strategic staff to attend a workshop on humanitarian aid that facilitates the development of a comprehensive Humanitarian Policy/Strategy.
This ToR outlines the purpose, scope, activities, deliverables, and roles of the consultant or facilitator who will lead the workshop and guide the policy/strategy development process.
Purpose of the assignment
- Conduct a capacity-strengthening workshop on humanitarian aid principles, standards, and best practices.
- Lead a participatory process to develop a draft Humanitarian Policy/Strategy for Fambidzanai Permaculture Centre.
Objectives of the workshop
- Enhance participants’ understanding of humanitarian aid concepts, principles, and frameworks.
- Build skills in emergency preparedness, response planning, coordination, accountability, and protection.
- Strengthen knowledge of global humanitarian standards (Sphere, CHS, Do No Harm, Safeguarding, PSEA, etc.).
- Facilitate organisational reflection on humanitarian gaps, risks, and capacities.
- Generate inputs for drafting the Humanitarian Policy/Strategy.
Scope of work
The consultant/facilitator will:
- Prepare workshop materials, agenda, and facilitation tools.
- Conduct a 4-day workshop ( the workshop days can be staggered) covering but not limited to:
- Humanitarian aid principles and legal frameworks
- Emergency preparedness and response
- Risk analysis and early warning
- Community engagement and accountability
- Coordination mechanisms
- Protection, safeguarding, gender, disability inclusion
- Monitoring, learning, and reporting
- Facilitate participatory sessions to gather stakeholder views for the policy/strategy.
- Lead the drafting of the Humanitarian Policy/Strategy, including:
- Vision, mission and humanitarian mandate
- Organisational commitments and principles
- Roles and responsibilities
- Coordination and partnerships
- Preparedness, response, recovery pillars
- Resource mobilisation
- Monitoring, evaluation and accountability
- Incorporate feedback from stakeholders and produce a final document.
Methodology
The facilitator will use a combination of:
- Participatory workshop methods (group work, case studies, role plays)
- Presentations, reference materials, and interactive discussions
- Policy co-creation sessions
- Stakeholder consultations (if needed)
- Drafting and revision of policy text
Deliverables
The consultant is expected to produce:
- Inception Report
- Understanding of the assignment
- Proposed methodology
- Detailed workshop agenda and tools
- Facilitation of the Workshop
- Successful delivery of all training sessions
- Training materials, slides, and participant manual
- Attendance registers and workshop report
- Draft Humanitarian Policy/Strategy
- Based on workshop outcomes and inputs
4.Emergency Preparedness Plan
- Based on the Zimbabwean context
- Final Humanitarian Policy/Strategy Document
- Fully edited, validated, and approved
- Submitted in Word and PDF formats
Duration and timeline
The assignment is expected to run for 3 months (December 2025 to Feb 2026), including:
- Preparation
- Workshop delivery
- Policy drafting
- Review and final submission
Roles and responsibilities
1.The Consultant/Facilitator
- Lead the design, preparation, and delivery of the workshop
- Ensure high-quality, participatory facilitation
- Draft and finalise the policy/strategy document
- Submit all required reports and materials
2.Fambidzanai Permaculture Centre
- Provide venue, logistics, and participant mobilisation
- Share relevant documents and background information
- Review drafts and provide timely feedback
- Approve final deliverables
Required qualifications of the Consultant
- Advanced degree in Humanitarian Studies, Development Studies, Disaster Management, or related field
- Proven experience in humanitarian aid programming, workshop facilitation, and policy development
- Strong knowledge of international humanitarian standards
- Excellent writing and communication skills
- Experience working in local and regional humanitarian contexts (optional: Zimbabwe/SADC region)
Reporting
The consultant will report to Mr Lewis Mashingaidze (Centre Head), who will oversee progress and approvals.
Budget
Consultant to send a quotation to FPC with a charge for the task.
